Crescent Mining and Development Corporation faithfully complied with the Free Prior and Informed Consent Process (FPIC) as mandated by the Indigenous People’s Rights Act of the Philippines for the renewal of its Mineral Processing and Sharing Agreement (MPSA).
At least 22 community meetings and eleven Indigenous Elders meetings (consensus building) from Pre-Field Based Investigation through to the signing of the Memorandum of Agreement were conducted in over two years. A majority “yes” vote (seven out of twelve barangays) was obtained constituting a consensus vote for the entire Ancestral Domain of Mankayan.
The Resolution of Consent was signed and issued by duly authorized representatives from the different barangays within the Ancestral Domain of Mankayan including barangays that voted NO.
The FPIC process started in June 2021 when the proponent applied for the process and concluded in October 2025 when the Certification Precondition (CP) was issued by the NCIP Commission en banc.
